Professor Chin assists and deputizes the Vice-Chancellor in the management of the University, especially in the areas relating to strategic planning, academic development, allocation of resources, human resource planning, and other strategic initiatives.
Professor Roland T Chin joined the University of Hong Kong in 2010 as Deputy Vice-Chancellor and Provost and Chair of Computer Science. Prior to joining HKU, he was Vice-President for Academic Affairs and Deputy President (2006-2010), Vice-President for Research and Development (2003-2006), and Chair Professor of Computer Science (since 1992) at the Hong Kong University of Science and Technology. From 2001 to 2003, he was Vice-President for Information Technology of Applied Science and Technology Research Institute (ASTRI).
Professor Chin studied electrical engineering at the University of Missouri, Columbia (BS 1975; PhD 1979). He subsequently worked at the NASA Goddard Space Flight Center in Maryland for two years prior to joining the Department of Electrical and Computer Engineering at the University of Wisconsin, Madison from 1981 to 1995 (Assistant Professor 1981; Associate Professor 1984; Full Professor 1989).
Professor Chin’s research is in the areas of computer vision, image processing, and pattern recognition. His work was recognized by awards such as the Presidential Young Investigator Award from the National Science Foundation, and appointments to serve on editorial boards of top journals including the IEEE Transactions on Pattern Analysis and Machine Intelligence, IEEE Transactions on Image Processing, and Pattern Recognition. His research was supported by funding bodies in the US and Hong Kong, including the National Science Foundation (NSF), National Aeronautics and Space Administration (NASA), the Areas of Excellence (AoE) scheme of the University Grants Committee (UGC), Research Grants Council (RGC), and Innovation Technology Funds (ITF). He has published over 100 research publications and supervised over 30 research postgraduate students.
Professor Chin is active in public service. He has served on numerous committees in public bodies including the Hong Kong Examinations and Assessment Authority, Employees Retraining Board (ERB), Quality Education Fund (QEF), Hong Kong Association for Computer Education, Hospital Authority, Applied Research Council, Innovation and Technology Commission (ITC), Cyberport Board of Directors, and Education Bureau of the HKSAR Government. He is currently a member of the University Grants Committee (UGC), the Steering Committee on Innovation and Technology, and the Commission on Strategic Development of the HKSAR Government, and the Board Chairman of Hong Kong Education City (HKEdCity), an online education portal. Since 2005, he has been the Chairman of the Research Grants Council (RGC).
